Type approval by the Austrian Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK)
Before granting an operating licence, type approval is required in order to put rail vehicles into service on the ÖBB-Infrastruktur network.
In many cases, type approval is not necessary - if the vehicle is already licensed in other EU countries or in Switzerland, for example. In all cases, however, safety assessments are conducted on safety-relevant components that are not used in the country of origin but are required on the Austrian rail network. Technology and occupational safety are assessed. Responsibility for this lies with the BMK or, in the case of railways that are not interconnected, the relevant national authority.
Network compatibility checks performed by ÖBB-Infrastruktur AG
First of all, proof of indemnity insurance or other provisions of equal value must be provided. Network compatibility checks and rail vehicle licensing are performed by infrastructure manager ÖBB-Infrastruktur AG.
During the network compatibility check, the vehicle is inspected to determine whether it is compatible with the ÖBB-Infrastruktur AG network. Precisely defined criteria for licensing rail vehicles on the ÖBB network are set out in a detailed Requirements Catalogue.
Rolling stock which satisfies RIC/RIV standards is automatically licensed for the ÖBB network without any further inspection procedures. Rolling stock that does not satisfy these standards is subject to special inspection.
