FRMCS radio

Future Railway Mobile Communication System (FRMCS), the successor technology to GSM-R, will be the future radio standard for rail operations throughout Europe. Based on 5G technology, the new radio system enables high transmission capacity and low latency.
ÖBB-Infrastruktur AG plans to pilot FRMCS from 2027.

The roadmap for implementation at EU level

  • The current GSM-R radio standard must be replaced by FRMCS throughout Europe by 2035.
  • For this changeover, both infrastructure-related (transmitter stations) and vehicle-related (on-board units) measures are required on the relevant route sections. A migration period of around 10 years is planned for this.
  • For the harmonized and Europe-wide use of FRMCS, the paired frequency bands 874.4-880.0 MHz and 919.4-925.0 MHz as well as the unpaired frequency band 1900-1910.
  • The second version of the FRMCS specification (V2) was published at the end of 2024. The technology is currently being tested and should be ready for the market by the end of 2026.
  • The third version of the FRMCS specification (V3) will then be published and included in the TSI CCS (control-command and signaling) in 2027.

Piloting and rollout at ÖBB INFRA

The piloting of FRMCS at ÖBB-Infrastruktur AG is currently planned from 2027. The rollout of FRMCS and the decommissioning of GSM-R will be coordinated. According to current planning, parallel operation is necessary for a limited period of time. Starting with the FRMCS rollout, a 5-year period will be granted for each route. During this period, support for FRMCS must be guaranteed by on-board units on the defined route sections. All information will be published in the 2027 Network Statement (December 2025).
