The operating licence constitutes corporate authorisation for railway undertakings headquartered in Austria to perform rail services throughout the European territory.
The operating concession is an authorisation to perform rail services in Austria only, and only for
- urban or suburban passenger traffic, or
- regional, urban or suburban freight traffic.
Applications for concessions must plausibly demonstrate that the planned rail service is in the public interest and must also declare how the required funds are to be raised.
