The Capacity Model

The capacity model is the second of three planning instruments (capacity strategy, capacity model and prospectively capacity supply plan) and is based on the capacity strategy. According to § 63b EisbG (Railroads Act), the capacity model is to be created with systematized infrastructure capacities for passenger and freight transport for highly utilized railroad infrastructure sections.

Details about the capacity model

The capacity model is published in the Network Statement X-12. The criteria and specifications of the “Strategic guidance for the Effective Use of Railway Infrastructure” are taken into account when creating the capacity model. In particular, this includes the application of the node-edge model of the strategic guidance in passenger transport, the consideration of the revised TEN-T guidelines in freight transport and the consideration of selected major temporary capacity restrictions and their effects.

In the future, the capacity supply plan is intended to follow the capacity model. For this, the implementation of the European Capacity Regulation is required.
